On this date in Bulgarian history: 
1924: First Social Insurance Act is gazetted.     
1971: Petrochemical Works near Pleven (North Central Bulgaria) inaugurated (privatized as Plama in 1996).
1977: Diplomatic relations established with Guyana.
2008: Bulgaria prepays six World Bank loans of 266.9 million euro plus 12.8 million US dollars, including interest. 
2009: Bulgarian Public Relations Confederation is set up.
